Joseph Penn – President

Joe has been with Howlin since 1986. Joe received a Bachelor of Science from Towson University. Joe maintains the mission for Howlin Concrete, specifically people, markets, raw materials, environment, and community. Joe is a National Ready-mix Concrete Association Level 2 and 3 Concrete Technologist, American Concrete Institute Grade 1 Field Testing Technician, and Maryland State Highway Administration Concrete Plant Production Certified. Mr. Penn is on the Edward B. Howlin, Inc. Board of Directors, Executive Committee, and Safety Committee.

Derek Taylor – Vice President

Derek joined Howlin Concrete in 1999. Derek received a Bachelor of Science from the University of Maryland. Derek is a National Ready-mix Concrete Association Level 2 and 3 Concrete Technologist, American Concrete Institute Grade 1 Field Testing Technician, and Maryland State Highway Administration Concrete Plant Productions Certified. Derek maintains the day-to-day operations of the concrete division, aggregate division, and the mining division, including all sites and people. Derek is a member of the Edward B. Howlin Executive Committee and the Edward B. Howlin, Inc. Safety Committee.

Randall Wallace – Concrete Operations Manager & Director of Quality Control

Randy has been with Howlin Concrete since 1996. Randy is a National Ready-mix Concrete Association Level 2 and 3 Concrete Technologist, American Concrete Institute Grade 1 Field Testing Technician, Maryland State Highway Administration Field Testing Technician and Maryland State Highway Administration Concrete Plant Production Certified. Randy is responsible for maintaining the day to day operations of the concrete division, including the mixer fleet, concrete plants and staff, dispatch, and the quality control department.

Tommy Demarr – Aggregate Operations Manager

Tommy has been with Howlin Concrete since 1995. As Howlin’s Aggregate Operations manager, he is responsible for mining, trucking, and processing aggregate. Tommy has served in the excavating industry since 1980.

Sheldon Vanek – Maintenance Manager

Sheldon joined Howlin Concrete in 1988. He is Howlin’s Maintenance Manager which makes him responsible for 100 pieces of equipment, the maintenance for all 4 concrete plants, and purchasing of vehicles and equipment. He is the Safety Supervisor for Howlin Concrete and the DOT official.

Robert Reid – Shop Manager

Bobby joined Howlin Concrete in 1988. He started as a shop helper and is now shop manager at our Mechanicsville location. He is responsible for scheduling and repairing equipment, ordering parts, plant maintenance. Mr. Reid is a member of the Edward B. Howlin, Inc. Safety Committee and responsible for the environmental maintenance of the Mechanicsville Plant.

Sammy Catterton – Mining Foreman

Sammy joined Howlin Concrete in 1989 as a mixer driver. Sammy is now the Mining Foreman and is responsible for the mining of the aggregate.

Tom Ellis – Sales Representative

Tom has been with Howlin Concrete since August of 2000. Tom brought 31 years of sales experience with him to Howlin Concrete. Since joining Howlin Concrete Tom has been responsible for Residential and Commercial Sales, our lead sales person for high volume aggregate contract sales in Maryland and Northern Virginia, in addition overlooked our septic tank division before its sale in May of 2007. Tom is a graduate of the University of Richmond’s School of Business with a BS in Business. He is an active member of Alpha Kappa Psi Business Fraternity.

Todd Dove – Sales Representative

Todd has been with Howlin Concrete since 1998. Todd is the sales representative for residential and commercial projects in St. Mary’s County. Todd is Maryland State Highway Administration Concrete Plant Production Certified and an American Concrete Institute Grade 1 Field Testing Technician. Todd is a part of the Employee/Customer Appreciation Committee.

Steve Nelson- Sales Representative

Steve began his career with Howlin Concrete in May 2004 bringing with him many years in the construction industry. From completing apprenticeship in carpentry through Associated Builders and Contractors, foreman positions, quality control and safety, and business ownership. Steve has attended many sales training courses and seminars leading to Sales and Customer Service Management positions. Since becoming part of the Howlin family Steve has completed courses in OSHA safety training, National Ready Mix Concrete Association Module 1 Sales Technician and is an ACI Certified Field Technician Class I including Mid-Atlantic Region Technician Certification Program.

Jessica Howlin – Inside Sales 

Jessica was a dispatcher for Howlin Concrete in the summers while in college starting in 1994. Jessica received her Bachelors of Arts in Psychology in 1997 and went to work for one of Howlin Concrete’s sister companies. Jessica returned to Howlin Concrete in 2004 as the inside sales representative. Her duties involve assisting the sales team and sales manager and the assistant to the vice-president. She is a member of the Employee/Customer Appreciation Committee and Edward B. Howlin, Inc.’s HR Committee.
